Sebainah is the head of the Council of Jirinaar. Every 4 years the Sebai of the Nakiridaani clans sit and vote the Sebainah among themselves. He governs the Iskai but needs the council's agreement in important matters.
He has the responsibility for the well-being of the people of Jirinaar, and, in a time of crisis, is granted special powers over life and death. He has two votes in a council and the last say in case of ties. Sebainah is elected by the council every four or five years by the Sebai of the Nakiridaani clans.
The current Sebainah is Janiis.
